In makeup terms, what is a water-based mixing medium?

I was online looking up eye makeup tutorials, and one described using a water-based mixing medium on the eye lids before applying shadow. The one she was using was sheerly pigmented, and was shimmery. Where can I find something like this? you're probably describing a ';primer';. it helps your shadow to ';hang on'; to your skin.


mac sells primers for eye makeup. they also sell something called ';paint';. i sometimes use it as a primer for eye makeup. it applies creamy but dries powdery and comes in a variety of colors. i use a light, shimmery, peach/pink tone. i can use it alone as a shadow as well as a primer.
