Anyone know of a good inexpensive eye makeup base ?

I need a good shadow base ( I am no makeup queen, I would only wear one color at a time, maybe with another in the crease ) . Urban Decay Primer Potion and Too Faced Shadow Insurance look good, but I don't like their price ! Also I'd like to avoid buying things online.





I live in Canada but am close to the border so I suppose I could run down to an American store if necessary ...

White pencil eyeliner is a perfect base. And it makes colours pop. I put it on my whole eye then smooth it out with my ring finger.Anyone know of a good inexpensive eye makeup base ?

mac paint pots but they are kind of on the pricey side, though
