I have skin exactly like yours.
I use Covergirl foundation. It is drugstore, but it works amazingly. Perfect coverage and still looks natural.

Combination skin has challenges: you want to stay away from oily, heavy foundations, but since you may have dryness in your cheeks, you don't want something invisible, either.
What kind of coverage are you looking for? If you want medium coverage, I would try Revlon Colorstay; it's long-wearing but gives good coverage. Not totally heavy either.
Maybelline makes some really excellent foundations for the price; one I like is Dream Matte mousse. It goes on weird but it dries to a nice finish.
You could also try Avon .. their Magix face primer is great. I got a sample of it and I'm considering buying it too.
Stila makes an incredible oil-free tinted moisturizer that has great coverage and the ever-important SPF. It's a bit over $30... they increased their prices recently.
I would try Revlon's ColorStay makeup with Softflex which is specially formulated for combination/oily skin. It comes in 20 shades. You can find it at CVS, Walmart, Kmart, Walgreens, Target and RiteAid. Sorry, I couldn't find a price, but if it's at these retailers, I doubt you'll spend over $25 on it.
If you mean foundation, then hands down I recommend Dream Matte Mousse by Maybelline.
My skin is combination, too, and it works great. I've never used a foundation that made my skin look as flawless as this one does. And it's only $9!
I'd top that off with a compact powder to stave off oil, something like Shine Free Pressed Powder by Maybelline, or another one that combats shine.
This way you get a good foundation AND powder for well under $25!
